Any modification of the figures sod out in Articles
12 and 13 rendered necessary by a modification of the figure
of the world's requirements of cocaino laid down in article 1
¦ (1), or of the amount of the export to be allowed to any
particular country under Article 14 by reason of an alteration in the amount of cocaine to be manufactured therein, slell bi agrood between the states producing and exporting the coca leaf,
or in default of agreement by the Board.
Article 17,
Each of the High Contracting Parties agrees that it wi11 take all necessary measures for preventing the diversion for illegitimate purpose of consignments of cocaine while in transit from one country to another, and in particular
(1) that it will not permit the export from the territories within its jurisdiction of any consignment of cocaine except under a license for the export of thet particular consignment;
(2) that it will not grant any such export license for the export of any consignment of cocaine except upon the production of an import certificate issued by the Government of the country for which the cocaine is declared to be destined stating that the import of the consignment has been approved by such Government:
(3) that whenissuing a license for the export of any con- the country of destination and vill make it a condition of the Heensc signment of cocaine, it will (a) specify in the license/that
the cocaine shall be duly delivered in that country within a period specified in the license; (b) send a copy of the export. license to the Government of the country of destination.
